Members present: Coleman, Taylor, Matthews, Nelson, Howard, and Stubblefield. Superintendent Farrell was also present. (BOE Member Tarver arrives after the opening of closed session.)
Public/Private Comments:
Phillip Matthews addressed the BOE concerning transparency of school district operational decision making. He has contacted the State on oversight of the school district. He directed questions toward Dr. Ferrell about bond and Esser Funds on the District Office building construction project. He wanted to know how the Esser and bond funds would be distributed between the new district office and Cairo Elementary. He still wants a distribution of funds of new building vs. renovation of Cairo Elementary. Dr. Ferrell indicated that Cairo Elementary received new windows, new doors and new air conditioning and heating units in the room. Mr. Matthews responded, "When we need to spend money, we need to spend money. Was it necessary to borrow money for additional funds for these expenditures?" He continued, "People are struggling in Cairo and additional property taxes for this new construction will only add to this struggle." He indicated that in 2003 the district was forced into a FOP with the same financial decision making. He continued, "The borrowing of additional funds is ridiculous." He indicated that 2.6 million was borrowed for this new construction. He said he asked Dr. Rice and he was told that the Esser Funds would cover this new construction. He questioned how much (2.6 million) would be invested in the new building vs. renovations at Cairo Elementary. Mr. Matthews stated that he discussed the construction funding report with the State. He told the BOE that his statements and rebuttal were being recorded. He questioned Dr. Rice's new position as a Building Project and Grants Coordinator. He continued, "The BOE knows we don't need this foolishness....We are spending money like it's Christmas Time!" He said the State has a lot of questions. He said Dr. Ferrell is taking the blunt of the problem for Dr. Rice's decisions. Mr. Matthews continues, "Go back to the original people." Mr. Matthews indicated that he's going to Washington D.C. and contacting politicians. Mr. Matthews mentioned several political representatives including Dale Fowler and many others.
