III. Examples of Excellence - Up tonight was Principal Rose Gayle Pickett of Bennett Elementary to introduce four students who made a presentation of a "Building Academic Vocabulary" program that was implemented at Bennett this year (following a summer program that involved all District attendance centers.)

IV. Recognition of Guests/Comments From Public And Employees - CAT President De De O'Shea addressed the BOE...offering appreciation for efforts made to address an error in the salary being paid to a District teacher. She noted that the matter was on the agenda for approval at tonight's meeting, but that upon further review, discrepancies remained and that the matter should be tabled pending further review.

V. Approval of Previous Minutes - Board Member Stubblefield offered four corrections to the regular minutes of October 15. A motion was made, seconded, and passed to approve the listed minutes as corrected.

  1. Public Hearing Minutes of September 22, 2009

VI. Approval of Agendas - Superintendent Swopes indicated that two items needed to be added to the agenda for the regular meeting: (1) An action item to approve the $100 District facilities fee, and (2) An action item to approve the job description of "Instructional Coach". A motion was made, seconded, and passed to approve the agendas as amended.

  • Regular Meeting
  • Closed Meeting

VII. Approval of Treasurer's Report - Superintendent Swopes read the totals into the record. A question was raised by a BOE member as to two "negative items"; namely the IMRF/Medicare Fund and Tort Fund. The Financial Adviser present informed the BOE that the negative values were the result of the District not yet receiving local tax monies. He explained that since all the District funds were in the same account, there was no problem with maintaining a positive fund balance. However, he also indicated that at the next meeting, it would probably be necessary to do a fund transfer to cover the negative amounts. A motion was made, seconded, and passed to approve the Treasurer's Report.

VIII. Approval of Payment of Bills/Payroll - There were a few questions about a few items in the District bill listings and the Imprest Fund report for CJSHS. They wanted to know about some hardware for a door. They wanted to know why CJSHS paid 500-and-some-odd dollars to Pepsi. Oh, a question WAS asked about the $1,000 charge for a deposition of former CSD Superintendent Bill Rogers (in the James Gibson case), but nary a word was uttered about the $14,585.39 spent on "Robbers All". But, then, again...they know all about THAT money...and the thousands before...and the thousands to come. Hey, it doesn't come out of their pockets...only YOURS! A motion was made, seconded, and passed to approve payment of bills/payroll.

IX. Informational

  1. Hinz Claim Management - Damage to Roof at Central Office - Superintendent Swopes reported that Hinz Claim Management had notified the District by letter that there would be no reimbursement to the District for repairs despite varied attempts to secure same. In short...it's on the District to pay for any repairs it deems necessary.
  2. Cairo High School Beta Club - Receives Illinois Operation Teen Safe Driving Grant - Superintendent Swopes reported on the grant. BOE Member Stubblefield offered his compliments to Beta Club Sponsor Ryan O'Shea...for keeping the Beta Club in the spotlight...the good publicity for the Cairo School District. The Superintendent and other BOE member indicated their agreement.
