In Central Falls, Rhode Island, that honor goes - without objection - to School Superintendent Frances Gallo.
Superintendent Gallo may have fired the first shot, but she better be prepared to duck and cover!
Let the lawsuits begin...

Central Falls High School teachers sent letters today
Jennifer D. Jordan
CENTRAL FALLS, R.I. -- As promised, School Supt. Frances Gallo is mailing letters Thursday to all of Central Falls High School's 74 teachers, telling them that she is "recommending that your teaching contract be terminated at the close of the 2009-2010 school year."
The letters say that the district's board of trustees will vote on the matter Feb. 23.
Gallo said mailing the letters was "extremely difficult," but that her hand was forced after the teachers' union declined to sign on to a host of reforms Gallo said are necessary to improve the high school, one of the state's worst performing schools.
If the board of trustees approves the plan to fire all of the teachers, teachers will be mailed termination notices the following day, Gallo said. State law requires school districts to lay off teachers by March 1.
State Education Commissioner Deborah A. Gist has not yet signed off on the reform plan, but said she will render a decision within the next several days.
