VIII. Approval of Payment of Bills/Payroll - Superintendent Swopes prefaced this item by remarking that there were numerous items due to the order of school supplies and maintenance supplies related to Emerson Elementary plumbing problems. Two items drew special attention from the BOE. One was a $3,780 billing from the IRS. Superintendent Swopes indicated that it was an old bill...from an audit conducted in 2007. Further questioning was inconclusive, but that the billing probably included penalties for lateness of payment. The other was a billing from Martinsville Roofing in the amount of $13,406. The question was whether this work was reimbursed by insurance, and the answer was yes. A motion to approve payment of bills/payroll was made, seconded, and passed.

IX. Informational

  1. Cairo Jr./Sr. High School Athletic Fields - Update - The track field has been repaved and the baseball field repaired. Superintendent Swopes indicated that with the declining number of sports being offered that the District wanted to be supportive of what it did have.
  2. Water Pipe Issues at Emerson School
  3. Teacher Institutes - August 13-14, 2009 - Superintendent Swopes remarked that the feedback from the two days of institutes was "exceptional".
  4. Personnel Update - Superintendent Swopes stated that this item would be discussed in closed session. (FOUL! The resignations were listed on the agenda...what's to discuss. As far as "Use of Substitutes"...there is no reason for such secrecy. If you read the "disclaimer" at the bottom of the agenda...for what can be discussed in closed session...where would this topic fit? The use of substitute teachers instead of federally- and state-mandated "highly qualified teachers" obviously impacts the academic program being offered to the children residing in Cairo School District Number One. The public has a right to know "whassup?")
    a. Resignations
