REGULAR BOE MEETING - MINUTES

The Cairo Board of Education held its regular meeting on Thursday, September 16, 2010 at 6 p.m. Below is an annotated agenda to serve as minutes...

NOTE: Immediately prior to that meeting - at 5:45 p.m. - the BOE conducted a public hearing on the budget (2010-2011) for Cairo School District Number One.

Immediately below is the agenda for the budget hearing as well as a three-page "Budget Summary" that was provided to the audience.

At 5:47 p.m. Mary Coleman proceeded to swear in Gabriel Harris as BOE member...to fill the seat vacated by the resignation of Charlene Vaughn.

Actually, this was necessary because there was no quorum present to conduct an official meeting without Mr. Harris.

I. Call To Order - 5:50 p.m.

II. Review 2010-2011 Budget - Superintendent Swopes called on Justin Miller to make the budget presentation. In a very clear and succinct manner, Mr. Miller directed attention to the key lines:

  • First page below...Line #3 - Estimated Beginning Fund Balance July 1, 2010.

  • Same page...Line #11 - (Anticipated) Total Receipts/Revenue.

  • Same page...Line #21 - (Anticipated) Total Disbursements/Expenditures.

  • Second page below...Line #65 - Estimated Ending Fund Balance June 30, 2011.

  • Third page below...First (unnumbered) entry: "Is Deficit Reduction Plan Required? Congratulations! You have a balanced (budget)". (This was the cause for much smiling and congratulations...something the District has been striving for for many, many years. Superintendent cited the closing of Bennett Elementary and the resultant reduction in staff as a key factor. Superintendent Swopes did throw some cold water on the celebration when he reminded one and all of the continuing decline in student enrollment...noting that if the current trend continues, that the entire District might be housed in the Cairo Jr/Sr High School Building.)

Again...kudos to Justin Miller. His presentation was "short and sweet"...purrfectly clear to an old CAT with fading math skills. Thank You!

III. Receive Testimony - None.

IV. Adjourn to Regular Meeting - 5:55 p.m.

(And...they actually waited until 6 p.m. to call the regular meeting to it's scheduled order. Usually, they segue immediately into the meeting...time or not. We continue to live in interesting times...)

AGENDA

I. Call to Order - 6 p.m.

II. Roll Call - Coleman, Harris, Gooden, Burris. (Brown arrived during Closed Session at 6:31 p.m.)

III. Examples of Excellence - Principal Houston of Cairo Elementary provided an "update" on her building. Current enrollment is 274 students. Students in grades 1-6 have been doing "MAP Testing". A vote of students was taken and the Emerson Beagles and the Bennett Dolphins have been put out to pasture. The new mascot for Cairo Elementary is the "Eagles". Students will later be given an opportunity to choose the actual "mascot" from three drawings being prepared by new District Art Teacher Jared Newman. Ms. Houston closed her presentation by inviting the BOE members to visit Cairo Elementary. But...Ms. Houston just thought that she was done. Superintendent Swopes asked Ms. Houston if she did not want to announce her upcoming event...namely her wedding on September 25th. She obliged...

IX. Informational

  1. Ten Year Health/Life Safety Survey - Items Encountered During Walk-Thru - Mevert Professional Associates, Inc. - The Superintendent directed the BOE members' attention to a handout in their BOE packets...an itemized and prioritized listing of deficiencies noted by the inspectors. (Apparently there was some "bad news"...that items that the District hoped could/would be covered in the "Cairo Elementary Addition Construction Grant" under "Associated Costs" would NOT.)

  2. Enrollment Drop - A discussion was held among the Superintendent and the BOE members concerning the loss of students to the Meridian School District...apparently 14 in number. Superintendent Swopes indicated that District officials were working with the new Meridian superintendent in an effort to remedy the situation. However, he did not seem please with the response...that Meridian was doing the "first step" required, but was not pursuing it further. The discussion focused on what were termed "border jumpers"...people in the Redman Road area that were living in Alexander County but sending their children to Meridian. There was discussion of an "overlap area"...an area of Alexander County in the aforementioned area who live in Alexander County and pay taxes to Meridian. (Never heard of that one before...)

  3. Other - BOE member Gooden raised an issue about petitions for school board being available...something about a "change" (in election date?) The AC was running, the voices were low, so... (If you are interested in running for the Cairo School Board, I would advise you to call 734-4102 and ask for details!)

  4. Checks Deposited - District Account

XII. Other - There were two separate motions concerning Justin Miller...making him a tax representative and giving him power of attorney. Again...the combination of AC and mumbling makes hearing what is going on (IN A PUBLIC MEETING) impossible at times...difficult ALL THE TIME!)
