CAT Tracks for August 22, 2011
FOP & BOE MEETINGS |
CAT Tracks Editor's Note:
Immediately below is the original post.
Below the agenda are some comments of what happened...
The Cairo Financial Oversight Panel will hold its regular meeting on August 22, 2011 at 6 p.m. at the District's Central Office Board Room. Below is the agenda for that meeting.
As reported in the "minutes" of last Thursday's regular meeting of the Cairo Board of Education, the BOE did not adjourn, opting to recess with the intention of reconvening tonight.
CAT Tracks Editor's Note:
Other than eating, the "big deal" of the evening will be the FOP's "consideration" and rubber-stamping of the BOE's approval of the Interim Superintendent Contract Agreement for (former failed Superintendent) Leotis Swopes...including $500 per day up to 100 days (the limit for retirees), free cottage, and up to $300 per month for utilities.
Will they break out the champagne following the vote?
Stay tuned...
The meeting was called to order at 6:07 p.m.
CAT Tracks Editor's Note:
Dining took place before the meeting began. Carry-out containers were seen leaving the building at the conclusion of the meeting. However, no champagne was served.
Irony:
An untouched tossed salad was prominently displayed on the dining table. Guess the food service misunderstood...
Continuing with the minutes...
All three FOP members were present...Manul Goins, Elizabeth Lewin, and Glenn Webb (Chairman).
Cairo BOE Members present: Mary Coleman, Gabriel Harris, and Artie McBride (President). (Arnold Burris arrived at 6:22 p.m. Rodney Moore arrived at 6:38 p.m.)
There were no comments from the public.
Motion made, seconded, and passed to approved the July 25, 2011 minutes.
The FOP voted to enter closed session at 6:08 p.m.
(The BOE members, Interim Superintendent Leotis Swopes, and Business Manager Justin Miller - who would have normally stayed - were asked to leave...along with the rest of the audience.) At 6:29 p.m., the BOE members and Mr. Miller were asked to enter closed session. Interim Superintendent Swopes was asked to return at 6:46 p.m.)
The FOP voted to exit closed session at 7:09 p.m.
A motion was made, seconded and passed to approve items approved by the BOE at its July 27th Special Meeting...including James Davis as a part-time band teacher.
A motion was made, seconded and passed to approve items approved by the BOE at its August 18th Regular Meeting.
Actually, the above motion was made in two parts...everything else and the Interim Superintendent Contract Agreement with Leotis Swopes.
Chairman Webb indicated that some minor language changes had been made in the proposed contract for clarification purposes:
CAT Tracks Editor's Note:
If this leaves you wondering...
...just what are the terms of the Interim Superintendent Contract Agreement?
Be patient...it will be posted shortly!
Anyway...
Chairman Webb then deferred to BOE President Artie McBride to conduct a vote of the BOE to approve the changes specified by the FOP...which they did.
Back to the FOP...
A motion was made and seconded to approve the Interim Superintendent Contract Agreement as amended. The approval by the FOP was unanimous.
The remainder of the meeting was financial stuff that I always ignore. They always say they are broke...the bank account always rises. What's the point?
One final irony...
If you are a regular reader of my reports/minutes on Cairo Board of Education meetings, you are well aware of my complaints about not being able to hear.
Imagine my pleasure when Jim Bales (one of the three Financial Advisors/one of the "three wise men") began giving his report on the "Status of District's Finances" and BOE President Artie McBride (sitting with us in the cheap seats) spoke up and said: "Could you speak up, we can't hear you back here?"
When they walk in your shoes...
